Milk Producers' Cooperative Unions - Institution Building


A Cooperative Union is the district level institution formed by the union of village DCSs for the purposes of collection, processing, marketing of milk and for organising services for the benefit of members. It is expected that:
 




Design


  • Union will become a vibrant business enterprise matching in its competence to the best in the private sector towards achieving higher goals in procurement, processing, marketing, productivity and members' responsiveness.
  • Union will develop and implement a long term plan and exhaustive competitive strategy.
  • Union will adopt and implement policy based governance.

At Union level all the three segments i.e. the Staff, Managers and Board are addressed to bring about desired observable and measurable changes. The IB process at Union constitutes undertaking a set of focused efforts  to achieve the desired  transformations.

   

Process


The process involves facilitating seven workshops and implementing the outcomes of these workshops by the Board, Managers and Staff. The core theme behind these efforts are:

  • All the three segments must recognise their roles and responsibility
  • Managers should become proactive and systemic in their approach towards solving their problem and refrain from shifting the burden.
  • Board must not take up managers' role and let managers use the freedom of choices for their working and be responsible for the same.
  • Board gives up adhoc decision making and adopts policy governance.

Seven workshops are undertaken at the union to facilitate the process. These include

-        Business Orientation for the Board
-        Interface Workshop for Board and Managers
-        Across-functional Workshop
-        Policy Need Recognition Workshop
-        IB Process Adoption Workshop
-        Policy Formulation Workshop
-        Workshop for Formulating Monitoring and Evaluation Mechanisms
