1. ELIGIBILITY AND QUALIFICATION REQUIREMENTS

The bidders must meet the following minimum qualifying criteria:- |

Bidder’s annual financial turnover in the same name and style during one of the last three financial years shall not be less than 30% of the estimated contract value.
In the event of merger or acquisition (M&A) causing changes in the name of the bidder during the last 3 years, such bidder shall also arrange to submit the financial turnover in the old name as well as the present Group Company (overseas or domestic). |

The bidder, in the same name and style should have successfully executed / completed contracts of similar nature during last 5 financial years ending last day of the month, previous to the month in which bid is opened:-
- One contract / work of similar nature costing not less than 25% of the estimated value of the contract (minimum Rs. 206 lakh).
- All the bidders must submit Completion Certificate along with copy of the Purchase Order towards proof of their eligibility and qualification requirements.
- In case the works are executed for a private company, the bidder/s, in support of their eligibility should submit a copy of the relevant TDS Certificate (Tax Deducted at Source) received from their clients for the works, which shall form the basis of assessing the value of completed works.
- In case of mergers or acquisitions, the TDS Certificate in the earlier name shall be submitted (during the last three years).

Bidder/s shall furnish a certified copy of the Annual Report for the previous completed three years (audited balance sheet and profit & loss account) along with their PAN, VAT/Sales Tax and Service Tax Registration number.
In the event of merger or acquisition (M&A) causing changes in the name of the bidder during the last 3 years, such bidder shall also arrange to submit the financial turnover (audited balance sheet/profit and loss account) of the earlier Company, whose business was transferred to the new Company (overseas or domestic) shall be furnished. |
2) Purchase of Bidding Document

Interested bidders can purchase the bidding documents either in person or by mail on a written request along with a non-refundable tender fee as specified above.
Each set of bidding document may be purchased by any interested eligible bidder in person on payment of non-refundable tender fee by cash or demand draft (amount as indicated above) between 14.00 hours and 1600 hours on any working day (Monday to Friday) except public holidays. The bidding document can also be sent by mail with an additional amount of Rs.250/- towards inland courier charges. The crossed demand draft shall be in favour of National Dairy Development Board, payable at Bangalore. Tender fee by cheque is not acceptable. NDDB shall not be responsible for any delay in receipt of the bidding document sent by Mail.
3. Downloading the Document
- (a) The bid documents will also be available in the website at http://www.nddb.org and can be downloaded and used as bidding documents for submitting the offer. Separate remittance specified above shall have to be enclosed in the form of crossed demand draft, drawn in favour of National Dairy Development Board, payable at Bangalore, towards non-refundable cost of the bidding documents. This is in addition to the earnest money and should be separately enclosed with the offer, on or before the due date for submission, otherwise the offer will be treated as invalid.
(b) It is hereby brought to the notice of all bidders that if any change/additions/deletions/alterations are found to be made by them in the tender and the same is subsequently noticed at any stage, even after award of the contract, the bidders are liable for all consequences thereof and NDDB shall be free to take suitable action as deemed necessary.
4. Submission of bid
The bidders, who purchase the bidding document, are eligible for submission of bids in their names only.
5. Bid Security/Earnest Money Deposit (EMD)
All bids must be accompanied by bid security. EMD should be in the form specified in the bidding document and incorporated in the technical bid (cover I). Bids not accompanied with EMD, shall be summarily rejected.
6) Opening of Bids
All the bidders should submit their sealed bids in cover I - Technical Bid and Unpriced Commercial Bid and cover II – Price Bid. The technical bid (cover I) shall contain all the details EXCEPT FOR THE PRICE. After evaluating, the technical bid and confirming the requirements, the bidders shall be notified the option of revising their price bid, if it is necessary. Only Technical Bids shall be opened in the presence of Bidder’s representatives on the date specified above. The date of opening of price bid shall be communicated to all eligible bidders at a later stage.
7) Rights Reserved by NDDB
National Dairy Development Board does not bind itself to accept the lowest bid. NDDB reserves the right to award the job either in part or full. NDDB at its sole discretion and without assigning any reason thereof, also reserves the right to accept any/or reject any or all bids. |
