  1. ELIGIBILITY AND QUALIFICATION REQUIREMENTS

    The bidders must meet the following minimum qualifying criteria:-

    Design, supply and labour job for installation, testing and commissioning of Civil, Structural, Mechanical & Electrical works of Effluent Treatment Plant of cap. 600 KLPD at Biharsharif Dairy Project , Nalanda , Bihar,

    1)

    The Bidder, in the same name & style, should be in business atleast for five years at the time of bid opening. In case of change of name of the bidder by merger / acquisitions/ change in status, the bidder may be eligible based on the documentary evidence.

    2)

    The bidders should have valid registration under various Acts that may be applicable for the contract proposed. This shall include but not limited to Income Tax, Companies, Excise Duty, Sales Tax, Works Contract Tax, Service Tax, Employees State Insurance, Contract Labour, Provident Fund etc.

    3) The Bidder’s  financial turn-over in the same name & style during each of the last three financial year ending 31st March should not be less than 60% of estimated value of the Contract.
    4) The Bidder, in the same name & style, should have successfully executed / completed contracts of similar nature during the last five years ending last day of the month previous to the month in which bid is opened, either of the following :


      1) One contract / work of similar nature costing not less than 80% of estimated value of the contract. OR

      2) Two contracts / works of similar natue each costing not less than 50% of estimated value of the contract.       OR

      3) Three contracts / works of similar nature each costing not less than 40% of estimated value of the contract.#
    Where the works are executed for a private company, the bidder/s, in support of their eligibility should submit a copy of the relevant TDS Certificate (Tax Deducted at Source) received from their clients for the works executed by them, which shall form basis for assessing the value of the completed work.
    5) Bidder/s shall furnish a certified copy of the Annual Report for the previous completed three years (audited Balance Sheet and Profit & Loss Account) along with their PAN, VAT/Sales Tax Registration number and Service Tax Registration number or a proof of “Applied for” before release of any payment to the party.         
    6) Solvency Certificate for the current financial year of at least 20% of the estimated cost. Incase of bid submitted by Jv or consortium of parties, parties shall submit solvency certificate for current financial year of at least 20% of the estimated cost.

  2. Purchase of Bidding Document :

    Interested eligible bidders may obtain further information from National Dairy Development Board, Block DK , Sector II , salt lake city , Kolkata -700091 , Phone no.: 033-23591884, Fax no. – 033-23591883 .  Details can also be had from web: http://www.nddb.org

    Interested bidders can purchase the bidding documents either in person or by mail on a written request, in their letter heads, submitted/furnished in duplicate along with a non-refundable tender fee as specified above.

    Each set of bidding document  (Two Volumes) may be purchased by any interested eligible bidder on payment of non-refundable tender fee (as indicated above) plus Rs.250/-  towards inland Courier charges, if required by Mail by a crossed demand draft in favour of National Dairy Development Board, payable at Kolkata, either in person or by mail, between 14.00 hours and 16:00 hours on any working day (Monday to Friday) except public holidays.  Tender fee by cash and cheques are not acceptable.  NDDB shall not be responsible for any delay in receipt of the bidding document, sent by Mail.

  3. Downloading the Document :

    (a) The bid documents will also be available in the website at http://www.nddb.org and can be downloaded and used as tender documents for submitting the offer.  Separate remittance specified above shall have to be enclosed in the form of crossed demand draft, drawn in favour of National Dairy Development Board, payable at Kolkata , towards non-refundable cost of the tender documents.  This is in addition to the earnest money and should be separately enclosed with the offer, on or before the due date for submission, otherwise the offer will be treated as invalid.

    (b) It is hereby brought to the notice of all bidders that if any change/additions/deletions/alterations are found to be made by them in the tender and the same is subsequently noticed at any stage, even after award of the contract, the bidders are liable for all consequences thereof and NDDB shall be free to take suitable action as deemed necessary.

  4. Submission of bid

    The bidders, who purchase the bidding document, are eligible for submission of bids in their names only.

  5. Bid Security/Earnest Money Deposit (EMD)

    All bids must be accompanied by bid security (EMD) should be in the form specified in the bidding document. 

    Bids not accompanied with EMD, shall be summarily rejected.

  6. Opening of Bids

    The bids will be opened in the presence of the bidder’s representatives on the date and time specified above.

  7. Rights Reserved by NDDB

    National Dairy Development Board does not bind itself to accept the lowest bid.  NDDB reserves the right to award the job either in part or full.   NDDB at its sole discretion and without assigning any reason thereof, also reserves the right to accept any/or reject any or all bids.
