  1. DESCRIPTION OF WORKS: The National Dairy Development Board (NDDB), Noida, having its Head Office at Anand, on behalf of Haryana Dairy Development Cooperative Federation Ltd., Panchkula (the Project Authority) invites sealed item rate bids from eligible bidders for the construction & completion of the following works:

    Civil, Structural & Miscellaneous works of Rohtak Dairy Expansion Project (200 TLPD expandable to 400 TLPD) at Gohana road, Rohtak-124 001 (Haryana)
    Package A : Ghee section, Can reception renovation & Misc. Industrial buildings  etc.
    Package B : Pouch filling, weigh bridge, ETP & Misc. works

  2. ADDITIONAL INFORMATION: Interested eligible bidders may obtain further information from and inspect the bidding documents at the office of the NDDB, at the address given below or visit NDDB’s web site www.nddb.org.

  3. REQUEST FOR BIDDING DOCUMENT: A complete set of bidding documents may be purchased by any interested eligible bidder on the submission of a written application in duplicate, to the NDDB and upon the payment of a non-refundable bidding document cost as detailed below. Bidders who wish to download the complete bidding document, can do so it from NDDB website, free of charge & submit the same (without any alternation /modifications) along with their bid and a demand draft in favour of National Dairy Development Board for value equal to price of bidding document as specified in clause 4 (b) below.

    Minimum Eligibility Criteria: For the purpose of bidding, the bidder shall meet the following minimum qualifying criteria:

    Description Requirement
    The bidder, in the same name and style, should be in business as civil works contractor at least for five years at the time of bid opening. Minimum period of last 5(Five) years
    The bidder’s annual financial turnover in the same name and style during any one of the last three financial years, ending 31st March of the previous financial years (2004-05,2005-06,2006-07), shall not be less than 60% of the estimated cost of contracts of each/combined package. 60 % of the estimated cost of each/combined package

    The bidder in the same name & style shall have successfully executed /completed contracts of similar nature during the last five years ending last day of the month previous to the month in which bid is  opened, either of the following: -

    a) Three contracts/works of similar nature each costing not less than the amount equal to 40% of the total estimated cost of the contract of each/combined package.

    b) Two contracts/works of similar nature each costing not less than the amount equal to 50% of the total estimated cost of the contract of each/combined package.

    c) One contract/work of similar nature costing not less than the amount equal to 80% of the total estimated cost of the contract of each/combined package.

    Note: - “Similar Work” referred above shall mean Civil and Structural work pertaining to industrial buildings/projects.

    As mentioned in the description
    The bidder shall have valid registration under various Acts that may be applicable for the contract proposed. This shall include but not limited to Income Tax, Companies, Excise Duty, Sales Tax, Works Contract Tax, Service Tax, Employee State Insurance, Contract Labour, Provident fund etc. The bidder shall furnish a copy of the income tax returns for the minimum three previous years in original or certified true copies along with Permanent Account Number (PAN) for income tax purpose.  
    Solvency certificate as per format at Section IX, SL. no 5 of this bidding document for at least 20 % of the estimated cost of the contract of each/combined package from their bankers for the financial year in which bid is being opened. Minimum 20% of  estimated cost of each/combined package

  4. BID DETAILS: Detailed terms and conditions as well as the technical specifications for all the items of works as indicated in the invitation for bid are contained in one bidding document comprising Volume I & Volume II. Only one set of bidding document shall be sold to one bidder.

  5. PURCHASE OF BIDDING DOCUMENT IN PERSON: Bidders who desire to obtain bidding document in person by submitting written request and paying through demand draft may do so on any working day from 14.00 hrs. to 16.00 hrs. only during the period of sale of bid documents as specified in clause 4 hereof. Demand draft shall be prepared in favour of National Dairy Development Board.

  6. PURCHASE OF BIDDING DOCUMENT BY COURIER/POST: Bidders may send request along with demand draft in favour of National Dairy development Board of value equal to price of bidding document plus incidental charges, as specified in clause 4(b) & 4(c) hereof to the address of communication during the period of sale of bid document. National Dairy Development Board shall not take the responsibility for any delay in receipt of the bidding document if it is sent by courier /post.

  7. BID SECURITY: All bids must be accompanied by a bid security in the acceptable form as specified in the bidding document and must be delivered to the address of communication as stated above in clause 4(i) on or before the last date and time of receipt of bids as given in clause 4.0 (f) above.

  8. PRE BID MEETING: (Not applicable for this bid)

  9. OPENING OF BIDS: Bids will be opened in the presence of those bidders or their authorised representatives who choose to attend at the office of the National Dairy Development Board.

  10. BID VALIDITY: The Bid shall remain valid for a period of 90 (Ninety) days from the date of bid opening as mentioned above.

  11. BID SECURITY VALIDITY: The bid security accompanying the bid shall be valid for 30 days beyond the bid validity period.

  12. TENDER DRAWINGS: Drawing(s) are not attached with this bidding document and the same shall be available for reference at the office of the National Dairy Development Board, at the address of communication on all working days.

  13. RIGHTS RESERVED BY NDDB: The National Dairy Development Board at its sole discretion & without assigning any reason thereof reserves the right to accept and / or reject any or all the bids.
